2007-2008 Highlights of the 2007-2008 Annual Report

Preparation of the 2008-2012 Strategic Plan 

During the 2007-2008 fiscal year, the Commission continued its work begun in the fall of 2006 on the preparation of its new strategic plan. In so doing, the Commission defined its strategic choices to orient its action over the medium and long terms in order to better center its interventions on its mission.

Québec-wide information campaign  

In April 2007, the Commission launched an information campaign intended for young people. It dealt with the most commonly violated standards related to work performed by young people and included a contest to encourage young people to obtain information on the Commission’s web site. The evaluation of the campaign revealed that such communications, when carefully targeted and when accompanied by appropriate means, are effective. Incidentally, the Commission received the Zénith Award from the Forum des responsables des communications du gouvernement du Québec as well as a Strategies Award from the Association marketing de Montréal – Publicité Club de Montréal (AMM-PCM).

Act to amend the Act respecting labour standards with regard to absences and leaves

On December 18, 2007, Bill no. 58, entitled Act to amend the Act respecting labour standards with regard to absences and leaves, was assented to. This Act entered into force on that very same day. It should be recalled that this Act provides, among other things, for the right for an employee to be absent from work under certain circumstances when he or his child suffers a serious bodily injury as the result of a criminal act.  

Revision of customer service processes  

The revision of the Commission’s customer service processes is part of an on-going effort to improve the ways in which it does things in order to optimize the delivery of the services offered. In 2007-2008, several scenarios were devised and analyzed by a multisectoral working group concerning the measures that should be implemented to improve customer services.

Recourses of a penal nature  

During the 2006-2007 fiscal year, the Commission adopted orientations in the penal field to intervene, as a prosecutor, with employers who deliberately contravene the provisions of the Act respecting labour standards. The Commission began to act as a prosecutor in 2007-2008, as permitted under the Code of Penal Procedure.
